What Is WIOA?

WIOA stands for the Workforce Innovation and Opportunity Act. It funds job training programs across all 50 states. The money flows through your state's workforce agency to local American Job Centers (also called Workforce Solutions in Texas, CareerSource in Florida, WorkSource in Washington, and similar names elsewhere).

WIOA is specifically for people who need training to get better-paying work. It can cover things the Pell Grant does not: childcare while you are in class, your bus pass, uniforms, tools, and certification exam fees.

What Is the Pell Grant?

The Pell Grant comes from the Department of Education and goes to students with financial need who are enrolled in accredited programs. You apply once through the FAFSA and it renews each year if you still qualify. It can be used at thousands of schools including community colleges, universities, and some vocational schools.

Can You Use Both at the Same Time?

Yes. In fact, most WIOA programs require you to apply for the Pell Grant first, using WIOA money to cover what Pell does not. This is called layering. One program covers tuition. The other covers the costs around it.

A woman enrolling in a medical billing certificate at a community college might get Pell Grant covering her tuition and WIOA covering her childcare, books, and exam prep. Together, she pays almost nothing out of pocket.

How to Access WIOA

Call or visit your local American Job Center. Ask to speak with an adult education or training case manager. Tell them you want job training funds through WIOA. They will assess your eligibility and connect you with approved programs in your area at no cost to you.
